Objective: This study is aim at getting the compensation situation for public hospitals in Xinjiang, finding out the problem of compensation situation for public hospitals in Xinjiang, and put forward the relevant economic policies to enhance the compensation situation for public hospitals, and provide some reference for government's adjustment and control of the scope of medical institutions of the financial compensation from a macro point of view. Methods: The methods are retrospective investigation. We should select 11 comprehensive public hospitals, and analyze the financial statements, data and related materials of the year of 2006 to these the year of 2008, according to the local characteristics of Xinjiang, geographic distribution, level of economic development, health resource allocation and so forth. Using statistical method to describe the basic situation of the hospital and deduce and master their development situation and future trends, using the method of ANOVA (analysis of variance) to compare public hospitals' compensation situation in different levels. Results: Hospital's financial income and expenditure are basically the same; the growth ranges are stable; the composition of revenue and expenditure line item is different among the regional level hospitals, state-level hospitals, county and municipal hospitals. The total amount of financial assistance of hospitals has increased year by year. Financial assistance at all levels of the hospital differs in the proportion of total income. The financial subsidies in the dominant part are the same with it in the implicit part, and the proportion is about 5%~7% of the total expenditure. Expenditure on public events of county and municipal hospitals is the largest in the proportion of the total expenditure; and the state-level hospital which the personnel expenses is the highest; financial allocation of the personnel expenses in the county and municipal hospital level minimizes the impact on total expenditure; management expenses are different among the all levels of the hospitals, and the management expenses in the regional level hospitals are the heaviest; examination and laboratory tests at all levels of the hospital have increased year by year, examination and laboratory tests at all levels of the hospital differ in the proportion in out-patient department and the total expenditure except in the in-patient department cost. The average medical expense per inpatient, the average medical expense per outpatient and the average medical expense of hospital bed per day in the three levels of hospitals are increased year by year; pharmaceutical payment in both income and expenditure has increased, in addition to the proportion of drugs income to the total income, the proportion of drugs expenditure to the total spending and the proportion of drugs expenditure to the medical spending is not different among the three levels of hospitals; the pharmaceutical profit share of the rate of 36.92% of total profit, there is a long gap between TCM and the western medicine, and the pharmaceuticals accounted for 15%-plus shares of the rate of about 1% of total revenue. Conclusion: The levels of hospitals are developing steadily. According to the growth of integrated indicators, county and municipal hospitals are the fastest growing. Financial assistance for the low-level hospitals takes more impact on them than the higher-level hospitals. And obviously, personal compensation is short of fund. The vague compensation part has also influenced the total revenue in hospitals. The control of medical service prices basically attained national request, and the part of TCM approximately account one tenth of western medical.
