The Construction And Policy On The New Pattern Country Cooperative Medical System

Our country has 90 million farmers. Therefore, the development and stable of the agriculture,village and farmer have a decisive factor on the maintenance and prosperous of the society and country of the whole. To develop the new countryside, we should raise farmer's health level as the things at the crucial moment of overall planning of the new countryside development. Only the farmers are healthy, the new countryside can develop. The problem of the farmer's medical and heath care will influence the economic prosperity and the social stableness of the countryside directly. However, the disparity between the current medical situation and the demand of the masses of farmers still exists. The fanners, with the 60% of the whole population, enjoy only 20% more of less of the medical and health resources. About 90% of the fanners are given the medical treatment at their own expense. And usually, they are forced to suffer from both poverty and sickness.Aiming at improving the cunent farmer's medical situation, some districts of our country carried out the New Pattern Country Cooperative Medical System as the experimental unit in 2003. In January of 2006, the State Council again raise the claim of expanding the scope of the experimental units, improving and carrying a step forward of the New Pattern Country Cooperative Medical System. The so-called New Pattern Country Cooperative Medical System is the farmers' medical mutual helping system which is under the principle of voluntary participation, guided and supported by local government and raised by individuals,units and government. After the passed years of experiments, more and more farmers take part in the New Pattern Country Cooperative Medical System, which lightens their load on medical and lyses their poverty and straits.The New Pattern Country Cooperative Medical System varies in different districts due to the unbalance development in economy and medical situation. It provides the experience of those experiment units for reference through the research on the utilization,accomplishment and new problems brought out by the new policy. However, scholars focus their study on the developed districts in east and south, instead of the backward areas in west. Aiming at filling the gaps in this filed, this paper makes the New Pattern Country Cooperative Medical System in Sichuan province as the object of the research. It takes the Qingjiang town in Jintang country as an example and describes the enforcement situations there through on-the-spot investigation and data collection. Starting with the government's responsibility,the medical organization at basic level,the farmer's participation and the insurance on the law and regulations, it finds out the common questions of the New Pattern Country Cooperative Medical System in Sichuan province, and puts forward the government arrangement for the system, which can provide suggestions for the construction of the system and improvement of the farmers' medical and health standard as a whole.
