| Objective:The township hospitals, as the hinge of the rural three-tier health service system, is the main provider of health services in rural areas. Running township hospitals, especially in poor areas, could improve the rural population’s health and fitness better. This study analyzed the operation status and the allocation of health resources of township hospitals from poverty-stricken counties in Yunnan Province, including housing construction, construction of supporting facilities, human resource allocation, medical equipment configuration, business development, operation compensation, etc. This study also analyzed the limited factors of the township hospitals’ operation and development from poverty-stricken counties in Yunnan Province, as well to increase the health service providing abilities and improve the allocation of health resources of township hospitals in poverty-stricken counties in Yunnan province, and put forward proposals to provide references.Methods:1. This study used the library and websites resources to look up literatures and government documents related with the operation and allocation resources of township hospitals through electronic resources CNKI database, Wanfang database resources, VIP periodicals database and PubMed database resources.2. This survey took the way of census for investigating 975 township hospitals from 85 poverty-stricken counties in Yunnan Province. The questionnaires should be filled in by the responsible person or agency staffs.3. This study applied Excel software to establish the database and used spss17.0 to sort data. Statistical methods which are mainly used include:descriptive analysis, chi-square test, two independent samples t-test, correlation analysis and multiple linear regression analysis.Results:1. The end of 2014,975 township hospitals of poverty-stricken counties in Yunnan Province covered a population of 3232.37 million. The number of authorized bed is 28141, and the number of actual opening beds is 155500. The number of beds per thousand agricultural population is 6.35, exceeding the national average level in 2012. the number of practicing physicians per thousand service population(0.11), the number of health technicians per thousand service population (0.73), the number of assistant physicians per thousand service population(0.11), the number of registered nurses per thousand service population(0.21), are lower than the average level of the whole countries(national average level is 3.41,1.58,1.40,1.09).2. The average number of services population, infrastructures, and the allocation of health human resource, business area and other aspects of the center hospitals are better than the general hospitals, the service ability of central hospital has obvious advantages. But there is no difference between the two types of township hospitals on the utilization of public health services.3. Multiple linear regression analysis showed that:the number of physicians qualified, the number of health technicians, the number of female contraception operation and the number of cesarean section with the medical income was positively correlated. The number of health management on hypertension, the number of dispensed contraceptives, and the hospital service population, after the birth operation and follow-up visits, the number of general practitioners qualified, the number of health records filing, service radius with health expenditure was positively correlated.Conclusions:1. The situation of waste and shortage of health resources of township hospitals from poverty-stricken counties in Yunnan Province is a coexistence situation.2. The housing and supporting facilities of township hospitals of poverty-stricken counties in Yunnan Province are insufficient. The average dilapidated area is 399.83 square meters, far exceeding the national average (82.13 square meters).3. Allocation of health human resources of township hospitals from poverty-stricken counties in Yunnan Province are irrational. And the number of health and technical personnel is seriously insufficient, and health technical personnel title, professional, academic structure is not balanced.4. Four factors that affect the medical income of township hospitals in poor counties in Yunnan province can be classified into two aspects:health human resource allocation and health service utilization.
