Research On Current Situation And Countermrasure Of Health Poverty Alleviation Policy In Chongqing

Objective: Based on the reality of Chongqing,this paper analyses the current situation of health poverty alleviation practice under the current policy,and finds out the shortcomings,providing reference for the future improvement of health poverty alleviation policy in Chongqing,as well as providing experience and theoretical reference for the health poverty alleviation work in other areas.Methods: By means of literature research and interviews,the existing health poverty alleviation policies and measures in Chongqing were summarized.Through questionnaires for poor patients in sample districts,interviews were conducted with the persons in charge of health poverty alleviation of Chongqing Health Commission,health committees of districts,and health poverty alleviation related personnel of township hospitals to understand the implementation of health poverty alleviation in Chongqing,find out the existing problems in practice and put forward pertinent suggestions.Result: At the end of 2016,86.84% of the 38 districts in Chongqing had the task of health poverty alleviation,469,300 poor households had set up archives,156,800 poor households had been caused by illness,178,800 poor patients and 51.92% poor women had been confirmed by the actual survey in Chongqing.Higher than that of men(48.08%).Poverty sufferers were mainly over 65 years old,accounting for 43.38% and under 14 years old,accounting for 0.77%.138,100 people(77.23%)were poor due to illness.By the end of 2018,there were 474,000 poor households in rural archives in Chongqing,and 74,000 households had not been lifted out of poverty,of which 41,000 households had returned to poverty due to illness,accounting for 55.8% of the total.According to the survey,the implementation of the policy is good,and the poor patients are satisfied with the various policies and measures.However,the poor patients in the sample counties have the characteristics of aging and low educational background,and lack of understanding of the health poverty alleviation policy.In practice,it is found that there are insufficient capacity of primary health services,inaccurate identification and management of health poverty alleviation objects,and health poverty alleviation policy design attaches more importance to treatment than precaution and low awareness of policies.Conclusion: Chongqing has achieved remarkable results since the practice of health poverty alleviation in 2016.In view of the deficiencies existing in the current practice,we should take coordinated development and precise poverty alleviation as the core,integrate the allocation of health resources at the grass-roots level and enhance the health service capacity at the grass-roots level;establish a scientific identification mechanism to target the target of health poverty alleviation in detail;strengthen organizational leadership and institutional guarantee,refine measures and responsibilities;increase policy publicity efforts to enhance the self-health awareness of the poor population.
