Our country's medical health system reform has come along with the reform and opening-up over the past thirty years. In the thirty years of reform and development, our country's medical health service has made some achievements; China's population level of health has increasingly improved in most areas. But in the west of China, it is expensive and difficult to see a doctor. The problem of unfair allocation of medical resources is more obvious in the west, and the medical health level is lower compared with the east. Especially when we look at some remote and undeveloped western areas, the accessibility low exists to health resources, the medical and health resources distribution is uneven, medical and health institutions service capacity is low, distribution of the government health expense budget is obviously lower in the west.This paper firstly adopts the method of literature review of the public hospital performance evaluation methods, summarized and analyzed the performance evaluation of public hospital medical personnel system. Then analyzed public hospitals medical staff performance evaluation system in the poor western areas of our country, found out the problems existing in the new medical public hospital of the western poverty-stricken areas. Then look at performance evaluation and expounded the influence of current western poverty-stricken areas public hospital medical staff performance evaluation. Liangshan yi autonomous prefecture in the western poverty-stricken areas as the typical cases area with its public hospital medical personnel as the research object, based on double factors theory and combining with 360-degree performance appraisal theory and the balanced scorecard theory, constructs the clinical medical department and nursing staff performance evaluation indicator system. This system according to the spirit of the nation, it has both great potential to combine the volume of patients seen,technical level, work efficiency and service attitude and other kinds of medical personnel performance evaluation content and incentive health index; as well as great potential to supply the public hospital performance salary system that provides reference implementation combined with an assessment of ethical work practice and investigation with a patient satisfaction with speedy.
