Scientific and technological innovation is the inexhaustible power and soul of sustainable development in hospital. However, confronted with such knowledge accumulation of medical science and the rapidly changing medical treatment market, traditional management ideas no longer meet the new requirements of the scientific and technological innovation. Thus, people start to observe the building of the core science competitiveness again from perspective of organizational culture. In recent years, the effects of organizational culture and learning on organizational performance have become a hot research in western organizational behavior. We, however, are lying in the initial stage of this field. Moreover,at home and abroad,these researches are mainly restricted to enterprises, but the field of science innovation, especially the medical science innovation is rarely involved. On the basis of widely literature review,making use of data gathered from 300 subjects in 30 three-level grade A hospitals, setting up structural equation model(SEM)by SPSS and ANOS software and employing confirmatory factor analysis, this paper revised the sci-tech innovative culture scale of hospital and studied the relationships among sci-tech innovative culture, learning and innovation performance in hospital. The following is our main findings:i. Both reliability and validity of the sci-tech innovative culture scale achieved the requirement of psychometrics, the fit indices were perfect and can basically reflect the characteristics of medical research activities.ii. Sci-tech innovative culture has a positive direct impact on hospital organizational learning (γ11=0.89,P<0.001);organizational learning has a positive direct impact on innovation performance(β21=0.76,P<0.001);sci-tech innovative culture has not positive direct impact on innovation performance(γ21=0.31,P=0.057>0.05).but it has a positive indirect impact on innovation performance by organizational learning(γ11β21=0.68,P<0.01). iii.In addition, combining the characteristics of medical scientific research, this paper probed into the direction, content and countermeasures of the construction of sci-tech innovative culture in hospital. This enriched the innovative culture and sci-tech management theories, it also got the great actual value for hospital or other organization to construct the sci-tech innovative culture.
