Research On The Social Responsibility Of Public Hospital

The ideology of"social responsibility of public hospital"has its unique value, as the medical reform deepens nationwide and public hospitals undergo a system transformation. Public hospitals must serve the country in the public interest, with a purpose to establishing the social responsibility system of public hospital. The public hospital must be patient-centered and strive for the public welfare.The social responsibility of public hospital refers to the responsibility taken by the state-owned, non-profit hospital for the country, society, patients and staff, in the process of achieving basic medical security and carrying out public health service. Its content mainly includes the public hospital's initiative in building a well-off and harmonious society, the fair and basic medical service for low-income people, the promotion of public health and body exercise, building harmonious relations between doctor and patient, reconstructing a scientific hospital management system and medical quality control system, medical teaching and research, protection of hospital staff interests.The social responsibility of public hospital is not only an issue of social value, but also a process of continuous practice. That requires an effective system to evaluate the performance of public hospital when it carries out its duty. The framework of evaluation system must be based on the health service evaluation, performance evaluation standard of WHO, regulations and evaluation guidance issued by Ministry of Health, and international standard system. This thesis begins with an evaluation of medical reform and restructuring of public hospital, analyzing the reality of its irresponsibility and fading concern for public welfare, compared with the contents prescribed by the social responsibility system of public hospital. The paper points out the inadequate aspects and the reasons behind and proposes solutions. To carry out the social obligation of public hospital, it is suggested that we should start from the legislative supervision, subjective awareness and optimized management.
