The report of the 19th National Congress of the Communist Party of China proposed to implement "Healthy China" as a national strategy,reaffirming the priority development strategic position of "people’s health" from the national level,and putting forward higher requirements for public hospitals to fulfill their social responsibilities.However,at present,the performance of social responsibility of public hospitals in China is not optimistic,and the relevant literatures all indicate that the performance of social responsibility of public hospitals in China is generally poor to some extent.Based on this,this paper regards the relationship between public hospitals and patients as a social contract relationship,and discusses the performance of public hospitals’ social responsibilities under the condition of mutual recognition.In this paper,1586 patients in a public hospital in Shenzhen were surveyed by field questionnaire,and the public hospital social contract scale prepared by referring to the model constitution of public hospitals and relevant literature was used as the measurement tool.On the basis of the data collection,using the descriptive statistics analysis,correlation analysis and stepwise regression analysis method,the patients included in the analysis of the characteristics of sociology,social contract all dimensions,analysis of public hospital patients with sense of social responsibility and social contract relation with social responsibility,as well as the social contract the influence degree of the different dimensions of social responsibility sense of value.Statistical analysis results showed that the total score of social contract in public hospitals was 4.12 ± 0.528,among which social supervision(3.93 ± 0.704)and adherence to medical ethics(3.96 ± 0.681)were the lowest.The patients’ overall perception of social responsibility in public hospitals was 3.85±0.737 points.There is a significant positive correlation between the social contract and its dimensions and the overall perceived value of social responsibility in public hospitals(0<r<1,P<0.001).The regression formula of patients’ perception of social responsibility in public hospitals was as follows: perceived value of social responsibility=1.384+0.160* devotion to work +0.141* abidance by medical ethics +0.125* social supervision +0.110* people-oriented.Among them,the dimension of job love and dedication has the greatest positive influence,followed by abiding by medical ethics,social supervision and people-oriented.Based on this,the following strategies are proposed to improve the social responsibility of public hospitals from the perspective of social contract:(1)Deepen the people-oriented core development concept of public hospitals.To create a comfortable environment to meet the patient’s sense of integration,establish a good service attitude to strengthen the effective communication between doctors and patients,and put into intelligent guidance services to provide convenience for medical treatment.(2)Provide backing and support for medical personnel to practice the spirit of love and dedication,and promote the improvement of service quality of medical personnel.Stimulate the working enthusiasm of medical staff and carry out health education for patients to meet social expectations.(3)To draw into the doctor-patient relationship by building medical ethics.Medical staff should be guided to establish a correct occupational outlook,strengthen the occupational exposure protection mechanism of medical staff,set up a rectification group to resist unhealthy tendencies,alleviate the degree of information asymmetry between doctors and patients,and reduce agency costs.(4)To improve the transparency of work,be brave and take the initiative to accept social supervision,so as to promote the sustainable development of public hospitals through supervision.We should open up channels for complaints,take patients’ complaints as service improvement points,and establish internal and external complaints sharing and service continuous improvement mechanisms.
