Study On The Public Hospital Social Responsibility

With the development of social responsibility motion, the whole world pays more and more attention to social responsibility. The public hospital is a commonweal medical organization established by government, all the hospital managers must understand and appreciate the hospital social responsibility. It is a hot issue for government,managers and social groupthat how to guide and standard the public hospital to undertake its social responsibility in order to make hospital and society progress harmoniously.Suggestions on reforming deeply medicine health system proclaimed by the State Council of the People's Republic of China, stated clearly that the public hospital must follow the principles of public welfare and social benefit, form a responsible,incentive and restrictive mechanism. But therehasn't been a systemic study on the public hospital social responsibility in our country.This article reviews the development history about the corporate social responsibility, discusses several basic issues, appraisals the situation of existing hospital social responsibility. Based on stakeholders theory,strategic managing theory and systemic theory, this article builds a new theoretical model for public hospital social responsibility, including employees,performance,patients,government,environment and medicine guaranteedepartment. From the questionnaire, we analyze and appraisal the situation of undertaking hospital social responsibility in Shandong, points out some questions. This article defines the public hospital social responsibility, establishes a scientific evaluation index system of hospital social responsibility, and gives some suggestions on fulfilling social responsibility in order to improve the hospital core competence and implement the hospital sustainable development.
