Human resource for health is an important part of the health resources,which have a direct impact on the development of health services.Resource planning is a key issue of health planning,and human resources is an important element of the health resources,What is more,it is the most important resource to achieve the objective of health services.Dental health professionals is an important part of the human resources for health,which have received oral professional training,and can supply oral health services according to the need of people for oral health,which is the general term for who contribute their talents and wisdom to the oral health service.The quantity,quality and the rational allocation or not are of great importance for the development of oral health service,and thorough and clear understanding of the current situation of dental professionals is the basis for dental professional planning.Set down scientific and rational management methods on the basis of fully understanding the local oral health market and the characteristics of human resources through the government human resources department and related organizations, and then establish a health service system of high quality and efficiency to satisfy social oral heath needs.ObjectivesBy investigating the allocation and the demographic characteristic of the dental health professionals in Tongliao,for example,area,education, professional title and the satisfaction of dentists,and analyzing the relation between demand and supply for dental health of Tongliao residents,the attention of the dentists to the direct supervisor department,the choice of position,the support of people's economy and realization,the demand for the improvement of technology and other factors to judge the allocation of the dental health professionals and the steadiness of the dental health service team,in order to provide foundation for the district design of dental health professionals in Tongliao,to make the allocation more reasonable in number and quality and make full use of the present dental health professionals.MethodsAnalyze the natural state of 337 dental professionals from all the staff in Tongliao,collect the questionnaire survey whether 83 people from all the hospitals and clinics in Tongliao and counties are satisfied with the dental professionals by means of sample investigation and analyze the satisfaction of the dental professionals with the decision of leaders,the cooperation of the people and the understanding of one's own technology to judge the steadiness of the present dental professionals and to forecast the future allocation of which in Tongliao.ResultsⅠThere are 159 medical institutions in this survey,including 18 medical institutions of city(11.32%),55 medical institutions of district(34.59%) and 86 medical institutions below district(54.09%.) ⅡThere are about 337 assistant clinic doctors and qualified clinic doctors in Tongliao,including 139 doctors in medical institutions of city(41.25%),91 doctors in medical institutions of district(27.00%) and 107 doctors in medical institutions below district(31.75%).ⅢAmong 377 clinic doctors in Tongliao,there are 7 vice-advanced title (2.07%),85 chief clinic doctors(25.22%) and 245 clinic doctors of other title (71.71%).ⅣEducation:5 above bachelor(1.48%),14 associate degree(4.15%) and 318 below associate degree(94.36%).ⅤAge:There are 58 people below 30(17.21%),141 people of 30~40 (41.83%),99 people of 40~50(29.37%),15 people of 50~55(4.55%) and 24 people above 55(7.1%).ⅥSatisfaction:Among the 83 dental professionals,there are 31 who are satisfied with the level of their own hospital(37.34%),8 people who think the direct supervisor pay attention to their own major(9.63%),16 people who think the revolutionary advice put forward can be adopted(19.27%),10 people who think the medical organization can supply enough medical facilities and dental materials(12.04%),2 people who think that they have a chance to study with colleagues in work(2.40%) and 61 people who look forward to new position and salary(73.5%).ⅦSatisfaction with the surroundings:Among the 83 dental professionals,there are 41 people who think the local supervisor department pay attention to the dental protect work(49.39%),22 people who think people emphasis on dental health(26.50%),18 people who think people can afford the dental care (21.68%5),25 people who think people are satisfied with the surroundings of dental treatment(30.13%5) and 28 people who think the deliberate competition have a bad effect on them(33.73%).ⅧThe understanding of one's own technology:Among 83 dental professionals, there are 68 people who think they are qualified to be the key doctor(81.93%), 72 people who think they are able to provide the best treatment measures for the patients(86.74%),64 people who think their skills are equal to the expense (77.1%),38 people who are satisfied with the present salary(45.79%) and 32 people who think they have a chance for further study at present.(38.55%).ConclusionsⅠTongliao is short of dental service people.The rate of the dental professional per person should be 1:5000 while in our city the rate is 1:10000.The difference is significant.ⅡThe present allocation of dental health professionals is unreasonable.There are 41.2%dental professionals are in city or town,27.01%in county and only 31.8%in villages.ⅢThe education of the dental professionals in Tongliao is low.There are 14 people who are above associate degree(4.1%),so the ability of the dental clinic service people is low.ⅣThe dental professionals are not satisfied with their work environment and the level of the hospital.They think that direct supervisor don't pay attention to their major,the advice that they put forward are seldom adopted,the limitation of medical facilities and dental materials that hospital provides them and they have little chance to study with colleagues.ⅤThe satisfaction with the surrounding is not high.They think the local leaders don't emphasis on dental protection work.It is difficult for the people to know the importance of dental health.The people have no enough ability to afford dental care.The deliberate competition is severe and has a bad effect on doctors.ⅥMost professionals think they can be the key doctors in the hospital.They have ability to provide the best treatment for patients.They are satisfied with the present salary.But at the same time,they think they have few chances for further study.They are not satisfied with their position.And these will cause the lost of dental professionals and will lead to more lack of dental health stuff.
