Strategy Study On The Establishment And Development Of The System Of First Treatment In Community

February2006, the State Council passed the bill of The Guidance on The Development of City Community Health Services, which required diverse forms of joint and cooperation between the community health service institutions and large or medium-sized hospitals. It also demanded to establish medical grade and two-way referral system and explored the system of the first treatment in the community, which will gradually instead of the service of the general out-patient clinics, rehabilitation, care provided by large and medium-sized hospitals. The paper commenced on establishment and development of the system of the first treatment in the community, in an attempt to provide reference for different levels of government through the strategy study on the system of the first treatment in the community.The study used two methods (literature research and spot survey) to collect materials, which mainly from the policy and document that formally promulgated and implemented by the concerned government in China and other countries.The relevant reports, documents and research results announced officially from major international organizations (such as WHO); Through spot survey and consulted the executive branch of the government officials and experts ,we could understand the actuality and development of community health services in Fujian Province farther; The development of the system of the first treatment in the community in better areas (such as Fuzhou and Xiamen)of Fujian Province ,then in these areas we carried through spot survey to find the residents'cognizance and attitudes on the system of the first treatment in the community; The situations and development trends of the system of the first treatment in the community in foreign countries ,which provided by the cooperative college in Sweden and Finland. Then we analysised the system of the first treatment in the community with three methods: SWOT analysis ,stakeholder analysis and empirical analysis.The investigation results are the following. For the development of current community health service is not perfect and the reform of social medical insurance system stays at the initial stage. The system of the first treatment in the community in China was in the early practice. Attending to perfect the function of system, which still needs new policies to support,the system standard to perfect and the time to make up, ultimately improving to achieve the purpose of benefit all people. Based on the findings, associated the basic theory of health economics and health policy, some policy suggestions are raised: Once the system of the first treatment in the community set up, it is necessary to maintain continuity and stability of the policy, comply the policy-oriented principle, improve community health service functions.We should use the theory and research results in practice, and through constituting and improving relevant laws, regulations and supervision methods to standardize the system of the first treatment in the community,make sure the first treatment in community in China will develop more and more healthily.
