Study On Operations And Developing Strategies Of Minglou Community Health Services Center's General Practitioners Team In Ningbo

ObjectiveThe development of community health services was the most important measures to reform the Chinese health service system. China's community health services institutions were trying to explore some new managements, operations and service models to improve the community health services. Policy makers of Ningbo built a general practitioners team contract responsibility system at the local community health services centers. However, the development of community health services centers were restricted by management systems, operations, human resources, finance and compensation issues in resent years. This study aims to the difficulities and deficiencies on Minglou Community Health Centers'operations, so as to provide scientific evidence for better-community health services and for future development of general practitioners team.ContentMethod with census and sampling, choose 61 general practitioners team members and 506 community residents by questionnaire and interview, qualitative survey was conducted among the head of the ralevent departments, directors and general practitioners team members of community health centers, some community residents and outpatients. The study investigated on the human resources, services capabilities, services cost and income of running a general practitioners team. And also investigated on the constraints in running the team, and health services need and demand of community residents and patients, etc.MethodsMethods of integrated approach with literature review, routine report, questionnaire, individual interview, the focus group discussion, cost estimation, evaluation from the Third Party and SWOT analysis. ResultsMinglou Community Health Center has established a general practitioners team responsibility system for the new community health services organizations. It also expanded the capacity of community health services, formed the function of "six integrated in one" (curative care, prevention, health care, health education, rehabilitation and family planning) of community health service and raised their services capability. Set up the first diagnosis in community health center and dual referral system, improve the performance of community health service centers. And the human resources, financial compensation, legal protection, economic supports, technological training and general operations of the general practitioners team are still needed to enhance and perfect.SuggestionsThe development of general practitioners team depends on governmental leadership. Increase the funds of prevention and health care, strengthen the personnel system reform, bring in talents to general practitioners team, strengthen technological training and establish a performance evaluation system for the general practitioners team are conducive to standardize the operations and the sustainable development of general practitioners team.
