Objective:Through studying the present development situation and the influence factor of one city's CDC, the superiority, inferiority, opportunity and the risk existing in the development of this center is understood and grasped, this may provide basis for the macro-scientific policy-making of the government and the leader.Method:On the basis of consulting massive literature in the provincial science and technology hall, visiting the leader and staff of this center and making a preliminary survey, the questionnaire was designed. The questionnaire survey was conducted among the staff of this center and the sanitation bureau, the experts of the sanitation system of the entire province. The database was established on the basis of the confirmation of the survey data, the factors was evaluated, input into computer and analyzed by SPSS11.5. On the basis of the benefit correlation analytic method and the SWOT analytic method, the superiority, inferiority, opportunity and threat during the development of this center was analyzed and the development strategy of this center was established.Results:1. Statistical analysis results (1) limited financial resources of the country, investment deficiency, lacking regional supporting funds, the fundamental, institutional and deep-seated reasons of the system and the personnel mechanism of the center were main factors affecting the development of the CDC. (2) The administrative ability of the leader group was all-important on the basis of certain national and regional investment, certain system and personnel mechanism of the center. (3) Professional staff's technical positions not agreeing with their actual abilities, the grave equalitarianism, the lacking of educating funds and lagging of health education were all universal, recognized reasons which had no statistical difference on the aspect of the characteristic factors of different crowds. 2. The Stakeholder Analysis results (1) One city's CDC and its hygiene supervising bureau should supplement advantage for each other and share the benefits. (2) The situation of related functional departments capturing and carving up part hygiene checking market will come forth sooner or later.
