Research On Community Governance In Response To Public Health Emergencies

With the rapid development of economy and society,the progress of science and technology and the continuous changes of the ecological environment,some sudden large-scale public health incidents have affected our production and life and social development,and also threatened the safety of life and property of citizens.Community is the main place to residents work life,is the basic cell of a city,is the most basic of public administration organization,therefore,strengthen the community public health emergency management ability,can effectively reduce the generation of public health emergencies and wanton spread,can lower the risk of social operation in the process of unstable,can decrease the loss of social economy and the production efficiency,to maintain social production and living order.Community is the basic cell of a city,the grass-roots stratum of public administration,and the main force of grass-roots administration.In the process of dealing with the epidemic situation of new pneumonia,T street communities in Jilin Province from the initial response measures to establish a community emergency management model,not only effectively control the new pneumonia epidemic,but also contribute to community governance towards a brighter future.This paper deal with public health emergencies emergency management system in our country’s present situation,through the public crisis management theory and management theory research,a clear response to emergent public health events of community governance concept,main content,operation rules and participate in the main body,at the same time in Jilin Province T streets communities COVID-19 epidemic prevention and control as an example,summarizes the good of the community the epidemic prevention and control of practice,reflection of the problems in the work,and the short board,analysis deal with public health emergencies when main problems existing in community governance and its reasons,and puts forward countermeasures.The communities of T Street in Jilin Province have established a government-led community emergency management mode at present.However,the government-led community emergency management has many problems,such as single participant,insufficient social participation,passive concept of emergency management,low efficiency of emergency disposal,insufficient rescue capacity and shortage of emergency supplies.Through in-depth analysis,it is found that the reason is that the government-led community emergency management lacks the formal channels for multiple subjects to participate,lacks the motive force,and the community governance system is not perfect when dealing with public emergencies,and lacks the corresponding material guarantee system.In order to improve the community’s governance ability to deal with public emergencies,the author puts forward the following suggestions: integrate social forces to build a new situation of multi-subject collaborative participation;Quicken the pace of legal construction,establish and perfect the community emergency management system;We will exert our scientific and technological advantages and enable digital community governance.
