Training has been the important content of modern organization human resource management. Having high quality employees is the secure foundation for an organization to get the advantage in market competition. And the training is considered as the most effective method to enhance the advantage of the organization in the competition, therefore, more and more organizations find the importance of human resources training, and pay attention to the training of human resource.After China's entrance into WTO and the national health care's reformation, the competition in the medical market exacerbates. Competition in the medical market is for the competition for human talent.Strengthening the human resource training can not only keep the existing talent of hospital, but also fully arouse their initiative and creativity and improve their capabilities, keep and promote the competition advantage of the hospital. However, the importance of the human resource training is not fully recognized by the state-owned hospitals of China, the training is mostly in a inattentive condition, and lack of an systemic, standardized and appropriate training system which accords with actual situation of the hospital and which to some extent limits the developments of the hospital. The domestic state-owned hospitals have no choice but to face all the problems in changing of outdated idea, building appropriate training system and enhancing the core competence.It is with such a scenario that this document is prepared, and probes the current status of SCC hospital on operation, management and its original staff training system. Guided by the human resource training theory, Furthermore, in response to the current market economics a staff training structure and plan is proposed. The author tries to discuss the principle and method of the design on staff training system by this article.There are five parts of this article: the first part is an introduction, which put forward the background, significance of the research; In the second part, the author summarizes the relative training theories as a basis for structuring SCC hospital's own training organization. The third part analyzes the status of sanitary human resource management and training in the public health organization, then introduces the background of SCC hospital and diagnoses its training system. The fourth part designs and evaluates the staff training system of SCC hospital. The author also summarizes the further works need to be done to improve the system in this part. The last part is the evaluation and the summary of the training system, the author carries on the deeper analysis and discussion into SCC hospital's staff training development.
