In recent 10 years, various crucial public health emergencies have happened globally and frequently. For the great threat to human being's safety as well as social and economic development, these emergencies have become the world's focus. Being a kind of serious social crisis, public health emergencies have caused government's great attention and academic high regard. Starting with social harms caused by public health emergencies, this article indicates the necessity to strengthen the management of public health emergencies. Based on crisis management theories, it expatiates on inspirations of public health emergency treatment, mainly analysis presently status and problems of our country's public health emergencies management, and combining with mature emergency treatment system and experiences abroad, it brings forward an hypothetic scheme on the construction of an all-around and multilayer crisis management system on public health emergencies.From the angle of multi principals of social management and non-compulsion of social management mode, the article points out that the leading position of the government in public health emergencies is undoubted. Due to the deep and wide influences of crisis, however, only depending on the government and its departments it can not resolve crisis with high efficiency. Therefore, it is necessary to establish and complete the crisis management system on public health emergencies, which, based on the government full-played functions, will break the government monopoly on providing public services, open the public services to the market and the society as well as improve NGO and market mechanism's functions in crisis management on public health emergencies.There are altogether 5 chapters. Chapter 1 expatiates on the definition, features, harms and influences as well as the meaning of crisis management and its inspiration on public health emergencies treatment. Chapter 2 analyses our country's present status and problems on public health emergencies management from 6 aspects such as crisis treatment network, social treatment ability, social alerting system, emergency treatment ability construction, emergency treatment team construction and expert consulting team chapter 3 discusses governmental functions in crisis management on public health emergencies. Chapter 4 discusses NGOs and market mechanism's functions in crisis management on public health emergencies. Chapter 5 points out a primary scheme on the improvement of our country's crisis management on public health emergencies.
