The Study Of Assessment System On Government's Response Capability Of Crisis Communication In Public Health Emergency

At present,public health emergencies are frequent,and the crises caused by them have become the characteristics of this era.Public health emergencies are related to the interests of the people and social harmony.Despite the active exploration and great progress have been made by governments in China,due to the sudden and uncertain public health emergencies,and in the context of media convergence,the government's crisis communication is more difficult.How to improve the government's ability to deal with public health emergencies is a problem worthy of attention and research.Therefore,this paper discusses the index system of government's response capacity of crisis communication in public health emergencies.Firstly,on the basis of a large number of literature review at home and abroad,and the researcher's theoretical study,this paper clarifies the related concepts.Secondly,based on the theory of crisis communication management,especially the “fact-value” model of dialogue paradigm in crisis management,the assessment index system on government's response capability of crisis communication in public health emergency,including the target layer,three criteria layers and the index layer,is preliminarily built.With the Delphi method,two rounds of expert consultation are conducted to modify and form the final indicators.Thirdly,using the analytic hierarchy process(AHP),the relative importance of each index was determined by the expert investigation,and 27 judgment matrix is constructed to calculate the weights of each index,thereby,2 first-level indicators,6 secondlevel indicators,18 third-level indicators and 39 four-level indicators are screened out to form the assessment index system on government's response capability of crisis communication in public health emergency.Last but not least,the researcher takes the COVID-19 outbreak in Guangzhou as an example for empirical evaluation,conducts the questionnaire survey in 25 government employees and determine the membership matrix.Through the fuzzy comprehensive evaluation method,the finding shows that it is evaluated to be overall good for the Guangzhou government when conducting crisis communication during COVID-19 outbreak.What's more,some countermeasures and suggestions are put forward in term of the relatively weak item according to the evaluation of each index,such as to disclose the related information timely for alleviating the crisis as soon as possible;to review the past competency for enhancing the public awareness;and to open up channels for the public to express their views and actively respond to public opinions.At the end,the author makes a summary of the above research results.Due to the limitation of personal ability and actual situation,there are still some deficiencies in this paper,which requires further research and discussion in the future.
