Crisis Management Of The Public Health Emergency Is Based On 4R

It is common for society to have same or different crises in different Phases of development. The crises accompanying the growth of society have the characteristics of phasic crises eruption. When it comes to 21st century, public health emergencies affect the human beings life accompanying the modernization. As we all known, those emergency, from the U.S. anthrax infection 2001 to SARS 2003, from the bird flu 2005 to the pandemic (H1N1) which is still developing, strongly hit the global economic, social life and human beings health. Public health emergency is a category of emergency, as 4R is the part of emergency management. Our goal is based on the 4R, manage the public health emergency and solve the problem in the direction of emergency management.It will outline the public health emergency and emergency management firstly, and then give a general idea of how would the public emergencies endanger people's daily life in China. In the main body of this thesis, the author will follow the thinking above; do the feasibility analysis to the public health emergency. In the meantime, the analyst will build a public health emergency system according to the 4R, and use the method of Evolutionary game to analysis the public health emergency on the different part of 4R then get the summary. Assessment of crisis management capabilities is based AHP. In the last part, there are demonstrations about the 4R and H1N1, and found deficiency was revised.In conclusion, this thesis analyses the public health emergency from 4 points of view:firstly defining the basic properties of public health emergency from the perspective of crisis management and confirm public health emergencies include properties of crisis. Secondly, based on 4R, analyze the public health emergency in theory and demonstration, and found deficiency was revised. Thirdly, using evolutionary game analyses the government crisis management organization system of the public health emergencies on the different part of 4R. At last assessment of crisis management capabilities is based AHP. In order to provide more help about crisis management of Public health emergency.
