Research On The Status Of The Health Organizations In Suzhou City And The Countermeasures

Objectives To investigate the status of health organizations in Suzhou City, to explore the relationship between the provider and the needer of the health resources, to evaluate the efficiency of the utilization of health resources, and based on these findings, the regional health resources plan of Suzhou are studied.Methods The data of the Suzhou City Health Bureau and other health institutions were collected;by using the investigation table previously designed which included the investigation table of medical organizations, the investigation table of health prevention institutions and the investigation table of child and maternal health institutions. The data were analysed by the SPSS software package.Results The results showed that (1) the health organizations in Suzhou are unreasonably distributed, there are more ones in cities than those in rural areas, and so that the arrangement level of those in cities is obviously higher than those in in rural areas; (2) the increase in number of community health service centers (stations) fall behind service needs of community masses and general practitioners fall short to a great extent; (3) the health resources in Suzhou are unreasonable, the level of good health resources in polyclinics are much higher than those of grassroots hospitals, which makes grassroots hospitals weak and makes it difficult to meet masses' requirements for basic medical treatment; (4) the structure of health human resource in Suzhou is unreasonable, especially in the unbalanced rate of doctors to nurses, which is not able meet clinical requirements; (5) some medical organizations in Suzhou ran under overload and in lower efficiency, because of the new problems brought by change of disease types in humam beings, the increase of flow population and aging.Conclusions There were some problems in Suzhou health organizations.The suggestions were made that , (1) to adjust and perfect the distribution of regional health organizations and gradually improve the community health service center as the foundation of medical system, take the comprehensive hospitals, hospitals in traditional Chinese medicine and special hospitals as the second level of the health service system, and the hospitals having the best medical technological level as the third level, also the top level of the health service system; (2) to improve the health service network of the city and pay more attention to the increase and investment of regional health service center, accelerate the pace to train general practitioners so as to improve the public health and fundamental medical service capability of local medical service institution; (3) to attach more importance to the building of rural areas health service framework, invest more money into the system and to perfect the health service system in rural areas; (4)to optimize the distribution of the human resources of regional halth service institution; (5) to pay more attentions to the construction of professional and special medical service institution, provide more supports to the system from the aspects of policies, finance, human resources and so on, to solve the problem of inappropriate distributing of the health resources of medical service institutions; (6) to advocate standardized management and use ISO quality control system to guide the management and guarantee the quality of the health service.
