Since 2009,a new round of deepening the reform of medical health system,the investment of basic medical and health institutions at all levels of government,major progress has been made in basic medical and health work,grassroots health institutions infrastructure conditions have markedly improved,preliminary solved the problems of the masses have a place to see the doctor.But,with the rapid development of economic society,people's living standards increase,the demand for medical and health services also increases,thus puts forward higher demands on basic medical and health work,to further improve the basic medical and health service system,the core task is to comprehensively strengthen grassroots health institutions talent team construction,and strive to improve the basic medical and health service quality and level,to ensure the residents' basic medical and public health service fairness and accessibility.Currently,due to factors such as organization,personnel,grassroots health brain drain,understaffed,professional level is low,fault phenomenon is more prominent,grassroots medical institutions are still lack of a stable,professional medical personnel team,talent problem is still the main \ "bottleneck\" restricting the development of grass-roots health.This topic research through the objective analysis of yancheng city village two levels of medical institutions talented person troop present situation and existing problems,to yancheng city basic medical and health institutions provide scientific countermeasures according to the talent team construction and development.Objective: through the actual description of yancheng city grassroots health institutions human resources present situation,the objective analysis of the current main problems of basic-level medical health agency personnel,and put forward to strengthen the construction of basic medical and health personnel,improve the countermeasure and the suggestion of the basic service ability,and to meet the increasing health services demand grassroots people,to promote the effective implementation of grassroots health care each work task.Method: through the township medical institutions(towns and townships and community health service centers)and the number of relevant personnel,gender,age,title,education and other basic situation and village-level medical institutions(village clinics and community health service stations)personnel of description and analysis of the basic information such as gender,age,to understand and grasp the basic medical and health institutions at the grass-roots level of human resources in yancheng city status and the existing problems.Data by use of Excel software to carry on the summary,build the database,and descriptive research and analysis.Results: 2013-2015,yancheng towns and townships per thousand number of agricultural population medics were 1.68,1.74,1.79,community health service centers per thousand non-agricultural population medics were 0.35,0.37,0.39,village clinics per thousand number of agricultural population medics were 1.86,1.77,1.71,community health service stations per thousand non-agricultural population medics were 0.16,0.16,0.16.In towns and townships technical personnel number per thousand agricultural population were 1.43,1.49,1.53,community health service center of technical personnel number per thousand non-agricultural population were 0.27,0.30,0.32,village clinics per thousand number of agricultural population rural doctors were1.09,0.95,0.73,community health service station technical personnel number per thousand non-agricultural population were 0.12,0.13,0.15.In towns and townships,community health service center,technical staff of community health service stations in sex ratio shows that more women than men;Village clinics village doctor ratio shows men more than women.In towns and townships,community health service center,technical staff of community health service stations in ~ 35 age group accounted for the highest;Village clinics in rural doctors 45 ~ age group accounted for the highest.Technical personnel grassroots health institutions in junior titles accounted for the highest.Technical personnel in towns and townships,community health service center in the highest proportion of college degree;Technical secondary school and technical secondary school degree level in village clinics rural doctors have accounted for the highest;Technical staff of community health service stations in the technical secondary school degree and wowed accounted for the highest.In towns and townships health care than 1.78/1,1.55/1 and 1.55/1 respectively,and the community health service center of medical ratio of 1.66/1,1.52/1 and 1.52/1 respectively;Village clinic medical than132/1,153/1 and 153/1 respectively;Community health service station care than 1.95/1,2.16/1 and 2.16/1 respectively.Conclusion: through the 2013-2015,three years of grassroots medical institutions according to the analysis of the human resources related,yancheng grassroots medical institutions lack of human resources,uneven configuration,sex ratio imbalance,unreasonable age structure,title is low,inverse ratio degree is not high,care,and the higher requirements and look forward to masses,and the larger gap.To further strengthen the government responsibility,strengthen management,increase the introduction,the implementation of personnel training,increase the income of rural doctors and treatment,improve the level of rural doctors security,science and human cultivation plan,issued specific policy documents,through 3-5 years or longer,cultivate a batch of drew into,to use,to retain the grassroots health workers team.
