The enterprise performance management is the basic premise of enterprise management, in which it plays an important role. In the current society, enterprise competition has become increasingly fierce and there are more and more challenges in the management process. In order to improve their market competitiveness, it is necessary that competitive advantage in human resources is built by reasonable and effective enterprise performance management.Today China's engineering design enterprises remain serious problems widespread such as lack of vitality, poor economic performance, not-strong market competitiveness and short-term action. The main reason is the backward idea in performance evaluation which is so serious and has not been fundamentally resolved for a long time. The traditional personnel management methods in the planned economy system are generally used in our engineering design enterprises, therefore it results in some problems: It is unable to respond to enterprise operation performance adequately as adopting the financial indicators only; and in the appraisal indicators design process, the position indicator definition is not matched with the organization strategy and aim wholly, so that it cannot support the organization aim; and performance goals are not quantified which are hard to measure.In order to avoid the limitation of the traditional enterprise performance management system, it is necessary to establish scientific, fair and forward-looking guidance of performance management system which can make objective, true performance assessments that allow the enterprises to identify the gap between strategic objectives and the business problems faced by the appropriate measures to support to enable enterprises to enhance their capabilities.First, this paper begins by describing the present engineering design enterprise performance management problems in China, and analyzing the feasibility of introducing the Balanced Scorecard (BSC) in engineering design enterprise. On this basis, the engineering design enterprise performance management system model based on BSC is given.Second, the engineering design enterprise performance management system is built, which focuses on how to establish the scientific performance evaluation index system and performance evaluation methods, and to implement the security system. Third, in accordance with the above ideas, the HPS performance management software solution is given with combination of HPS performance management software system and the characteristics of engineering design enterprises.Finally, by the case analysis, the performance management system based on BSC development practice in engineering design enterprise is summarized, providing a beneficial model in empirical view. |
