As the global energy crisis and environmental pollution is increasing, the next two decades will be a golden period for the development of electric vehicles. Power battery and the controller are the most critical components of electric vehicles, so their performance directly determines the performance of vehicle performance. Now test equipment of the battery and the controller on the market performance can only be part of the indoor performance testing, not to carry out actual performance testing environment.The main purpose of this paper is based on a Lishan bus to design an electric test vehicle using on power batteries and the controller performance testing or other test,and develop appropriate test methods. According to the test vehicle design, this paper developed programs of the test-EV's change and test system. This paper discusses in detail the restructuring process of the test-EV as well as the problems and related solutions encountered in the restructuring process, including the program selection, the design, selection and assembly of the parts, the overall layout of the chassis and car, etc.. This paper developed the test methods of room and actual vehicle performance for the battery and controller combined with the testing standards.As the relative lack of actual vehicle test methods, the introduction of this subject will enrich the content of this field of study.The test-EV can accomplish the test of the power battery and the controller on the road environment as a test platform for the road test. The experiment to test whether the performance of battery meets the requirements and the control strategy is reasonable. We can draw the best applications for electric car makers to adopt by comparing the performance of different batteries and controller, and we can also help to improve battery and controller manufacturers know their product performance and improved product performance.
