Research On Contingency Plan Area's Division Of Liaoning Province's Nuclear Power Plant

Nuclear power will have a great development in next 15 years,in accordance with China's medium and long-development plan,by 2020 China's nuclear power capacity will grow to 40 million kilowatts.Nuclear power is a clean and safe energy resource.But it does not mean it's impossible of the occurs of accidents.Nuclear accident emergency is the last line of the defense in depth.Liaoning province's first nuclear power plant has started its construction and is expected to achieve the first batch of filling in 2012.The nuclear emergency plan of Liaoning Province has been completed,and was adopted by the national review in 2007.But in view of the nuclear power is still in construction phase, so Liaoning Province' present nuclear emergency plan still is an overall plan,not an operational one,which still with a need to continuously improve and modify,including areas division of contingency plans is the basis of the nuclear emergency plan.This paper studied areas division of contingency plans' derivation process and the results of a number of countries abroad of which nuclear power is well developed.,and summarized the development status at home and relevant standards and protocols about contingency plans made by the government.Introduced the plant site of the nuclear power plant,described the eight designed basis accidents which adopt the type of the pressurized water reactor the accident,and the consequences of the accident were analyzed.With the results of research on the contingency plans both at home and abroad,in accordance with the relevant standards,use the data of U.S.nuclear power for calculating the atmospheric dispersion,combined with the geography:situation of the nuclear power plant and the designed basis accident,this paper discussed the size of the district emergency plan,and proposed some suggestions about the value' determination method of contingency plans' area.This paper holds that the division of contingency plan is not divided mechanically, but should in accordance with the construction of realistic model,calculate and confirm the source team data,establish a set of methods of calculating in order to determine the size of contingency plans,this paper aim to further amend and improve pre-emergency technical support given by Liaoning Province' nuclear power plant.
