On How Constitute And Perfect The Water Crisis Management System Of Gulangyu Islet

In recent years, we are faced with water crisis .And water safety has become the focus of our society. The frequent occurrence of water pollution has resulted in the insecurity of the society. Serious events such as the pollution of Songhua River on Nov. 13^th ,2005,the chemical cadmium ( C d ) pollution in the North River of Guangdong province on Dec.5^th 2005,and still the 2007 dangerous aquatic plant pollution in Taihu Lake ,Wu xi City etc. As the result , people's life were unavoidably affected and what's more, it brought about the bad international influence. Therefore, to deal with water crisis, and meanwhile to establish an emergent effective public managing system has become the top priority to our government. Under such circumstances and based on the analysis of the water resources and safe water provision on the islet, this paper is mainly a research into the construction and even the perfection of the water crisis system on Gulangyu Islet from the angle of public management. The whole paper consists of three parts:Part One: The General Introduction of public crisis management and water crisis management. In this part, the author mainly gives the explanation to the terms of public crisis and crisis management, water crisis and its management.Part Two: About the present situation and its insufficiency in the water crisis on Gulangyu Islet. It first of all gives a brief introduction of the total water amount, its attribution as well as its quality in Xiamen and then analyses some problems in water crisis management on the islet of Gulangyu.Part Three: construction and perfection of Gulangyu water crisis management system. It is factually a discussion about some strategies and measures that we should take before, during and after the happening of water crisis, including the setting, improving, adding and the developing of the corresponding system so that we can provide a theoretical and realistic basis for the sustainable development of water resource management on the islet. Water crisis is penetrating slowly to our life which we are getting more and more aware of. How to draw the lessons from each event so as to enhance our awareness, how to look for best ways to save fresh water, and how to build up and perfect our present system and reduce the loss to the least before the water crisis—these are what we should take great consideration .That's also the purpose of this paper writing.The reference and meaning to public organization of the essay lies in its analysis of the present situation and the problem and danger as well in safe water supply just by means of public crisis managing theory .Chronologically and comprehensively, it gives a detailed explanation to the situation with the obvious purpose to establish a complete water precaution and prevention system and to perfect the other present corresponding measures, too.
