The research object of this thesis is the public crisis and its management of waterresources in Zhoushan rural areas. Zhoushan has always been a lack of water resources inthe region, especially lack of protection and utilization of water resources in rural areas inZhoushan to do. Mainly because, on the one hand the rural public crisis of water resourcesoften occurs. In recent decades, our country social and economic development, waterresources utilization and protection is relatively poor rural areas, mainly in the constructionof water conservancy projects; insufficient, farmland irrigation projects cannot keep upwith the times the pace of the species, natural disasters occur more and more frequently.On the other hand, the current academic failure to make a comprehensive in-depth study ofthe public crisis and its management of water resources in rural areas. Therefore, thisarticle research object is Zhoushan rural public crisis of water resources, water resourcesevent is occurred mainly in rural areas of Zhoushan.The rural public crisis of water resources is a multi-level, multi-dimensional socialevent. In order to understand the causes of rural public crisis of water resources, to find thecauses, this paper constructs the per capita consumption model and analysis of the waterdemand of Zhoushan pointed out that the index parameters that should be considered in thepublic crisis of water resources is the frequent occurrence of rural. The governance of ruralpublic crisis, should improve the governance structure of rural society, reduce theoccurrence of risk of water resources, enhance the ability to resist risks of rural society.The governance of rural public crisis involves multiple disciplines, is acomprehensive system.
