The Study On The Mechanism Of Performance Evaluation Of Water Trafic Crisis Management In China

Sudden burst public crisis is the biggest challenge facing all human beings in the 21st century. As one kind of public crisis, water traffic crisis will cause heavy casualties, economic losses, and serious damage to the ecological environment as well. Along with the development of our economy and trade, and with the implement of ocean exploitation strategy, ocean transportation, fishing and petroleum exploration are becoming more frequent, which is increasing the frequency of vessel accident. In such circumstances, the related government organs are required to constantly enhance their ability of Water Traffic Crisis Management (WTCM). Performance evaluation, as an important method to arise the ability of WTCM, is helpful for the government organs to identify the problems in time, adopt effective measures to solve the problems, in order to keep safe and clear water traffic. What's more, it also can keep water traffic crisis from happening and minimize the damages. For the present, as there is not a nationwide unified mechanism of performance evaluation of WTCM, it has been an urgent and realistic issue to establish one such mechanism.By the analysis of the current performance evaluation of WTCM in our country, this thesis expounds the necessity and possibility of the mechanism's establishment, and then puts forward the structure of the mechanism. There are five chapters:The First Chapter, as an introduction, mainly discusses the background and the significance of this thesis, the current study situation both at home and abroad, the contents and methods. The Second Chapter expounds the concept of the mechanism of performance evaluation of WTCM, and introduces the theories to support the establishment of the mechanism. The Third Chapter describes the current situation of the mechanism of performance evaluation of WTCM in our country, identifies the existing problems and looks for the reason. The Fourth Chapter indicates the necessity and possibility of the mechanism's establishment, to provide a basis for the establishment. The Fifth Chapter set forth the concrete thread to establish the mechanism of performance evaluation of WTCM. Finally, the thesis is concluded by reviewing the achievement and further research directions of the writer.
