With the development of society, advances in technology, the traditional management theory must be updated and variation. This requires project management model should be upgraded from the traditional "3" elements to a "5" elements management, that is, quality management, cost management, schedule management, safety management and environmental management. Long-term projects practice has proved that the "5" elements of management closer to reality project management to reflect the real situation of the process. The 3-assurance system is the guarantee of balance and unifies of 5-element management objectives.Project quality management is one of important components in the "5 + 3" project management model. It has unique characteristics which different from other management. There are seven other statistical analysis methods in quality control, such as with the map, causal map, scatter plot, histogram, control charts, check lists and hierarchical. As the project is very complicated, a quality control involves many factors. The purpose of this paper is to identify the quality management control factors.This dissertation describes the complete process of project construction in detail with the combination of five aspects: human resource, building material, mechanic equipment, construction technology and environment. The factor analysis method and primary component method, which are included in the project quality evaluation model, are applied to categorize and analyze the following factors. These factors are categorized the preparation before construction, the process control and resource control in construction and the check of project. By way of calculating the typical index, four typical indexes, which are the entirety ratio of quality management system, the selective examination ratio of original material, the qualification ratio of sub-project and the one-off qualification ration of per project, are acquired and considered as the representative indexes of each factor. They should be paid adequate attention in the practical activities of project quality control. In a sense, the high level of these indexes can symbolize the qualification of the whole project. A project is studied with the method, the results is proved to be reasonable. The method characterized by easily understood theme and convenient calculation steps is fit for practical application.
