The Optimized Research On Staff Quota Of Railway Engineering System

Railway is an important foundational-facilities and popularizational transport facilities for socio-economic development. From 1997 to 2007, six railway speed increases have realized. At the same time, Ministry of Railways put a large-scale investment in technology transfering and other aspects and the tool of railway infrastructure and maintenance updated quickly. The improvement of basic equipment and maintenance tools requires a higher demand in the quantity, quality and safety to railway engineering system. The number of personnel also must be ensured to achieve this higher requirement. However, the current railway engineering system's quota drops behind the real needs a lot. Basically, the staff number relies on the traditional, lower-level negotiations between the game which is lack of scientific.This paper is based on the instructor's research project "The Research on Quota and Fixed Working Hours of Railway Works Labor Organization" which I have been involved in (issue # B07L0420). All the data in this paper comes from the field research in Hami. There are mainly four Key elements of this paper: (1) providing a scientific idea of the quota study; (2) designing a set of both scientific and workable quota formula; (3) designing the steps and approach for the tasks-investigation and taking both scientific and cost into account; (4) introducing the specific methods and steps for framing labor time standard.There are two major innovations in this paper: first, providing a scientific idea of the staff quota study; then designing a set of both scientific and workable quota formula.This paper not only provide a scientific and rational methods of operation for Hami engineering system's labor time standard and staff quota, but also be a good references for the labor time standard and staff quota research of total railway engineering system even of other areas.
