Reseach On Dynamic Management Of Labor Cost Standard Of Railway Engineering

The construction industry as the labor-intensive industry has absorbed the massive labor forces for many years. With the development of construction market, the relevent laws and regulations are perfecting, the technical skills of employees are increasing, and the labour market prices rise sharply. However, the labor cost standard adjustment of design budget estimation lagging behind the labor market prices become the normal. The railway construction projects are also facing the same problem. Therefore, it is an urgent problem to realize the dynamic adjustment of labor cost standard, and to connect with the price of labor market.In this paper, the literature research method, questionnaire survey method, empirical research method, expert consultation method and other methods are used for the study. Based on the salary theory and the current laws and regulations promulgated by the state and industry authorities, the research results about the measurement methods and the dynamic adjustment mechanism of the construction industry labor cost standards in recent years are absorbed, the development course and the advantages and disadvantages of the labor cost standard of railway engineering are summarized, and the important factors affecting the labor cost standard of railway engineering is analyzed by the data obtained from field surveys. And the determination and dynamic management of the labor cost standard of railway engineering is the focus of this paper.In terms of labor cost standards, this paper is focus on the composition of content and determination method of the labor cost standard of railway engineering. The adjustment suggestions of composition content of labor cost standard is put forwarded as follows: “employee services and benefits” and ” labour protection expense” are adjusted to “indirect expense” and “safety production cost”, “statutory fees” is bring into labor cost standard. With the achievements of other people, the model of labor cost standard is put forward, including comprehensive calculation model of total wage cost, ratio model of different types of work, exponential model of labor cost and other models(enterprise wage guide line model, comparative analogy model, market investigation method). And the comprehensive calculation model of total wage cost is adopted to recommend as the determination scheme of the labor cost standard of railway engineering.In terms of dynamic management of the labor cost standard, adjusting method and adjusting period are the focus of this paper. The guiding ideology, general framework, main contents of each function module, and the assumption of dynamic management phased implementation of the dynamic adjustment scheme design of labor cost standard is proposed. Combining the data quantity, the workload and the advantages and disadvantages of different adjustment period, two year adjustment period is put forward as the adjustment period of the labor cost standard of railway engineering. And the design of management system is presented according to the requirement of dynamic management.On the basis of the field survey of the labor cost of a railway project, empirical analysis on the labor cost standard of this project is carried out using the proposed definite method. The comparison of computation results and the actual labor market price is made, and the analysis is taken for the horizontal comparison between computation results and the labor cost standard of highway engineering and water conservancy project. And the results show that the recommended program conforms with the relevant regulations, closes to the market price and is similar to the other similar industry standards.
