Along with the increase of highway total mileage, the formation of highway network and the highway levels increase, highway professional division of labor has become increasingly evident. The diversity of dominated by the government investment and financing system has become more and more mature. Profound changes of the management mode of the funds for highway construction and road maintenance have taken place, its main development direction is Highway construction funds from single government investment to society dominated by the government of multiple investment system development, and the road maintenance of public money from the government management service investment. On one hand, the economic construction depend on highway increasingly deepening, means a higher demand for road maintenance technology, but also accelerated the highway maintenance system maintenance态inspection and maintenance of the development of the technology, such as the use of large machinery, etc. On the other hand, along with the deepening of the reform of the institution and the change of the fiscal and taxation system, especially in2009after the tax reform fuel by the national implementation, highway maintenance funds from highway maintenance fees for self-controlled to the central financial transfer payment. this one change has brought substantive change to the traditional management mode of road management maintenance, then this setting new request to the labor production mode态organizational structure and the way of allocation of the personnel quantity and over-staff. This article is being carried out under this background.Because the labor officials examples so few in the highway maintenance industry that it is difficult to find a method that can be applied to work out the scientific and reasonable labor over-staff model. According to the basic thought of the over-staff, through the basic research and interviews, taking the method of labor efficiency officials analysis for historical data and comparing with the national standard, with mathematics measurement method as far as possible, and on the basis of the combination of kinds of methods in complementary and mutually validation to form different allocation modes of over-staff for different positions scientifically and standardization. For this, the human resource configuration in the highway maintenance industry get scientifically, and basic identity, then this will promote human resources management of highway maintenance industry and the development of enterprise greatly.In this paper, a brief analysis of road maintenance management model and the current situation of the labor quota on the basis of the theory of organization design, job analysis theory and setting a quota for Capacity theory as a theoretical basis to carry out the work and personnel of the road maintenance system, conservation of Yunnan Road systemoperations management processes and industry characteristics, as well as analysis of the status of the work and personnel, labor efficiency to build Capacity model and Tengchong, tranquil conservation section of the actual case, the methods and estimates of the proposed work and personnel of the description and systematic evaluation, pointing out itsadvantages and shortcomings in the work and personnel work.
