At present, road traffic safety situation is serious in our country, and the casualtiesand property losses of traffic accident bring much trouble to people’s lives. Theprocessing methods of road traffic accidents in China, mainly dependent on manual datacollection, site map’s drawing and the cause of accident analysis, which not only wasteof manpower, material and financial resources, but also difficult to guarantee the results’scientific and fairness of incident handling. This paper reconstruction of procedures forhandling accidents, which based on the computer application technology. Developed thesystem set for dealing with traffic accidents by collecting the Intelligent data theaccident and studying on the cause of the accident analysis.Paper analyzed the road traffic safety situation and the Inadequate of Incidenthandling methods,and proposed the need for rapid processing system of road trafficaccidents. Meanwhile, analyzed the database of traffic accidents rapid processingsystems and the theory of quickly dealing with road traffic accidents. ProposedIntelligent methods to extract the scene of the accident data and accident reconstructiontechnology.Based on this theory, used the Visual Basic to design procedures on the windowsplatform. Prepared the traffic accident quickly processing database system, developedsystem interface for quickly dealing with road traffic accidents. The establishment ofaccidents rapid processing system provided an effective means to quickly deal withurban traffic accidents in future, and provide a convenient platform for road trafficsafety assessment, management and the establishment of the emergency responsesystem.
