With her noticeable achievement after 20 years' development, the city of Shenzhen has begun toconfront increasing conflicts during her rapid development. In 2004, the requirement for transition from rapid development to efficient development was raised. Shenzhen pioneered into the strategic period of adjusting her developing structure. In recent years, the city experiences an improvement in scavenging scheme from general planning to practical law making. The administration begins to transform partial focus to holistic programming, revise correlative regulations and welcome face-to-face communication with citizens. The above measures show that city planning of Shenzhen expands its function from city construction to policy making, which directs and adjusts the city's development and construction as basic reference.As authoritative document in the city planning system of Shenzhen, "The Standard and Guideline of City Planning of Shenzhen" directly guides the city's work of development and construction. The document has functioned since 1997 and many parts are out of date. The newly revised document began to implement on Apr. 1st, 2004. The new version is more human-based with its feasibility, practicality and clear sense of legality. Moreover, the new version emphasizes on raising the city's resistance to catastrophe and development of supporting facilities for inhabitants. The newly revised document is still in improvement and amendment, which requires our effort and experience to accomplish it. In the end of the paper, the author briefly discusses the future possible study to the work of programming management.
