| In the process of China’s power system reform,for the civil power reform in July 2012 began to implement the residential step tariff policy.As a civil power reform in China’s power system reform,the residential ladder price policy was introduced and implemented in 29 provinces,municipalities and autonomous regions nationwide(except Tibet and Xinjiang Autonomous Region)in July 2012.On the basis of analyzing the actual problems exposed during the implementation of the ladder price,it is necessary to revise and improve the ladder price policy in a timely manner so as to produce more positive and broader benefits.Taking Zoucheng City as an example,this paper studies the ladder electricity price policy of residents in Shandong Province,and adopts the methods of literature analysis,questionnaire survey and analytic hierarchy process to conduct fuzzy comprehensive evaluation on the residential ladder price policy.The research perspective is small and big.Summarize the relevant issues and propose a perfect strategy for the residential ladder price policy.The research provides a reference and reference for the perfection and optimization of the implementation of the ladder electricity price policy for Zoucheng and Shandong residents,which is conducive to the promotion of power market reform.The conclusions of this study are mainly as follows:(1)Since the implementation of the residential ladder price policy in Shandong Province in 2012,the implementation of the policy has achieved good results.For example,the price of residential electricity has become more reasonable,the performance of the implementing agencies has generally improved,and the power subsidy policy has been implemented to improve the satisfaction of residents;(2)According to the evaluation of the status quo of the ladder electricity price policy of Zoucheng residents,the factor analysis method is adopted to construct the evaluation of the effectiveness level of the Zoucheng resident ladder price policy from the four dimensions of reasonable mechanism,policy formulation dimension,power supply execution dimension and residential electricity consumption dimension.The index system;adopting the fuzzy comprehensive evaluation method,it is concluded that the effective level of the ladder electricity price policy of Zoucheng residents is at a good level;(3)Combining the data analysis,summed up the problems existing in the current implementation of the ladder electricity price policy of Zoucheng residents,mainly involving the energy saving effect of the residential ladder electricity price is not obvious,the cross-subsidization phenomenon of the sales electricity price still exists,the service level of the power supply enterprise is not high,the resident ladder The electricity price policy is unfamiliar;combined with the relevant theoretical basis,the reasons for the targeted analysis of the problem mainly involve the lack of rationality of the policy itself,the pricing effect of the power generation enterprise source is neglected,the "official standard" thinking of the power supply enterprise still exists,and the residents’ ladder price policy awareness The level needs to be improved;(4)Taking Zoucheng as an example,based on the small method,it puts forward some suggestions for the problem of the ladder electricity price policy of the residents in Shandong Province.The rationality of strengthening the policy itself is mainly to rationally divide the gradient,pay attention to the number of family members,and promote the reform of the electricity market.It involves the government deepening the supervision of the electricity market and expanding the participation of the power market;optimizing the positioning and function of the power supply enterprise involves optimizing the positioning of the power supply enterprise and improving its own functions;improving the recognition level of the residential electricity price policy,including strengthening the electricity price policy Propaganda,power consumption habits,etc. |
