The Study On The Process Of City Planning Based On Public Policy

The article is a research about the urban planning process.The concept of the urban planning process goes beyond that of the traditional urban planning . First, it is a process, which contains certain city functions of the city departments, therefore it has the character of multiple department and multiple specialty, simultaneously this character has public policy meaning, also is the realization method of the city government's public policy. Second, the urban planning process is one kind of dynamic description of the urban planning, is a mutual function between the city,the main body and the environment, and this kind of interaction relations needs the specific procedure, the system carring on the restriction and the advancement .In addition, the urban planning is intrinsic pre-government function department, and its exterior condition is more complex to the internal condition of the city objective development rule, such as the politics, the economy, and the culture, which all the important factors working on the planning. The work of urban planning is divided in the different work stages and belongs to different department,but the urban planning process character should be took one whole researched, therefore the article adopts the logical mentality method from whole to parts, then from parts to whole, using basic theory and theory method of public policy to research urban planning process. The content of the studies mainly is divided into 5 parts: The first part mainly emphasizes the research's origin, goal and significance, pointing out the research mentalities and the anticipated innovations, then began to construct the theory frame. The second part firstly summarizes the evolution process of the urban planning process theory, meeting from the influence to the urban planning process, then carries on one review analysis to the western theory development. Afterwards make a brief introduction of the public policy correlation concept and public policy process, and have a relations research on the process theory between the urban planning and public policy ,then build the fundamental research bridge between the two. In the third part, the article firstly analyzes each stage of urban planning process, and make a thorough research according to the process theory from the reality practice angle. In the fourth part, construct a procedure pattern of the urban planning process, summarize the process characteristic , and analyse the questions which exist in our country from the process angle, then give some countermeasures and policy suggestions. Finally make a discussion and a research on the public participation, the government by law and occupation of the planner. In the last part ,the harvests and reconsiders of theory research are summarized, as well as the further direction and the content which next step studied are considered.
