There are both advantageous and disadvantageous influences of urbanization on the social development. It creates the ecological environmental and social problems while promoting the national industrialization. Today, France recognizes that the Sustainable Development is essential to the nation long-term benefits. In order to make sure that the nation developes in the sustainable and harmony way even at the very moment of the international background vicissitude, France enhances the effectiveness of local public policy. From 1999 to 2000, it reformed the Local Administration system as well as the Urban Planning system by promulgating the laws "Chevenement" and "Solidarite et Renouvellement Urbain". Facing up to the contradictories between "plan" and "market" (the former is characterized by the public nature. Considering the social benefit as a whole and repects the principel of Equality. The latter is characterized as a dynamic activity which consumers benefit maximization.), the reform not only renewd the political decision-making mode, but also established a mechanism to safeguard the operation of the local public policies.In the world of Western Countries, French industrialization background and urbanization course all approache those of China in these 20 years. Therefore, analyse its integral coordination and reform in urban planning system under the market localization and globalization at the turn of the century could be a kind of inspiration to the administration reforms of our country.
