Research On The Optimization And Construction Of Rural Human Settlements In Zhejiang Province

The difference on human environment construction between city and countryside is becoming bigger and bigger recently. In February 2006, the State Council and the Communist Party unveiled a "new socialist countryside" program jointly. In this background, the research on the optimization and the construction of the countryside human environment is very important and practical.The dissertation analyses the current status and problems of human environment in Zhejiang countryside, points out the following reasons that have lead to human environment construction of Zhejiang countryside at a lower level: economic duality between city and countryside, restriction on the social structure, delayed countryside planning, distempered management system and organization, backward farmer consciousness.Based on the element theory of human environment science and A theory of Human Motivation of A.H. Maslow, the thesis uses the samples on human environment construction home and abroad for reference, indicates that the human environment construction in Zhejiang countryside should focus on improving the life and production conditions and on solving the urgent needs for farmers.According to the practice in Zhejiang countryside, the paper presents the principles and objectives of countryside human environment construction, introduces the practical solutions on village planning and authorization, collection and process for garbage and sewage, washroom reconstruction, water safety and hardening roads.Finally, the suggestions on promoting human environment construction in Zhejiang countryside from the following issues are presented: more devotion on the public products in the countryside, speeding up the development of countryside collective economy, acctracting nongovernment investment, planning the layouts as a whole for city and countryside, strengthening the services and inspection on countryside construction, expediting the reform on countryside land management.The research results of this study will hopefully be expected to provide the theory support on human environment construction and to help the development of the new socialist countryside construction in Zhejiang province.
