Study On Risk Management Of SQ Urban Heating Project

As EPC contracting project, SQ city heating project faces various interferences and threats in its implementation process that brings the risks on achieving the desired goals in the aspects of cost, project schedule, quality, safety and operational efficiency. SQ city heating project plays crucial part in the city’s economic development, therefore more than necessary, it has its great value in theory and practical significance to study its risk management system, design project management plan, analyze the potential risks and propose the risk response strategy.Risk management concept and project life cycle are studied in the thesis, and risk management concept is placed at every stage of the project life cycle; also its process model is proposed based on the project life cycle. The risk management process model is applied based on the combination of EPC mode’s characteristics and the working process of each stage, this model fully considers the circulation and feedback of the risk management process, so systematic and standardized management can be applied. According to project life cycle theory and method, this paper conducts a survey on the SQ project, including its background, implementation difficulties, management objectives and program planning, then we can identify the periodic risk factors of-SQ project through qualitative analysis, which can be divided into6first grade assessment indicators and27second grade assessment indicators. Using AHP to judge SQ project of each periodic risk in the risk assessment, the weight of each risk factor is obtained. At last, based on the risk identification, analysis and assessment, from risk avoidance, risk transfer, risk mitigation, risk preservation and risk application five paths to propose specific measures to deal with SQ project risks, which suits SQ project based on the crucial risks of every stage, at the same time, building the risk monitoring system. The aim of this thesis is to reduce project risk loss, and to make sure SQ project complete with quality and quantity guaranteed.
