Arctic Passage can be divided into the Northeast Passage, the Northwest Passage and the North Pole Passage according diffident route. Northeast Passage and Northwest Passage has been opened respectively in the 19th and 20th centuries. Due to poor ice conditions and other limitations, in fact the Arctic Passage does not have the value of commercial shipping. With global warming, the Arctic sea ice is rapidly melting. In August 2007, according to NASA satellite photos, "Northeast Passage" and "Northwest Passage" first opened at the same time for at least 12.5 million years. As the shortest path connecting northern part of Asia, Europe and America, the Arctic Passage is showing great value of business potential. Arctic passage navigable environmental conditions affect the commercial develop and safe navigation. Therefore, this article is studying and evaluating the navigable environment of the Arctic Passage.In this thesis, the history of Arctic Passage, the current status and distribution of marine accidents are first introduced. Second, the meteorological environment, hydrological environment, geography environment, navigation traffic control environment, navigation aids facilities and information environment are considered as five main factors of Arctic Passage navigable environment and respectively analyzed. Then, the evaluation index system is established.Because the character of the Arctic Passage navigation environment is uncertainty, ambiguity, complexity, unknown, the grey fuzzy comprehensive evaluation method were adopted. In the evaluation process, based on the operational need, AHP method is used to evaluate the weight of each index. Through expert surveys and evaluation method, evaluation matrix and corresponding levels of membership of all indicators are acquired. Ultimately, this thesis finishes the evaluation of Arctic Passage navigable environment evaluation. Through getting Arctic Passage navigable environment evaluation results, it is useful to the Arctic Passage business development in the future.
