Arctic Route includes three routes, its Northeast Route, the Northwest Route and the North Pole Route. These three routes are all fast passage link between Atlantic Ocean and Pacific Ocean, it can make Europe, Asia and North America more closely linked together. But because located in Arctic, Perennial covered by ice and snow, it can’t all navigation. With global warming, the Arctic sea ice is rapidly melting, Arctic Route all navigation is possibility. In addition, Arctic Area has rich in natural resource.it became the "New battlefield" of the countries all over the world. Arctic Route all navigation will bring great influence on world economy and China. The current international research Arctic Route Voyage technology environment, Humanistic environment and Natural environment are in-depth. Especially Arctic Area natural environments, the countries all over the world don’t familiar with it. Arctic Route lacks the necessary navigation facilities, crew lack Voyage technology experience on ice area, increased in the ship navigational hazards of Arctic Area. These factors are not good for the arctic route of business development and utilization.In this thesis, firstly analyzes the current research and the significance of Arctic Route all navigation. Through introduce the history and present situation of Arctic Route, sum the characteristics of Arctic Route navigation environment. We can know Arctic Route navigation environment is complex, special, random and fuzzy. Then according to these characteristics analyze Voyage technology environment, Humanistic environment and Natural environment of Arctic Route navigation, research the main influence factors of the arctic route navigation environment safety. Establish arctic route navigation environment evaluation index system. Based on blind number, evaluate the security level of Arctic Route navigation environment. Finally, put forward China’s strategy face on arctic route navigation environment; hope to provide reference value for our country develop and utilize Arctic Route, make our country merchant ships as early as possible Sailing on Arctic Route.
