Since 30 years of reform and opening up, the economic and social of Inner Mongolia has maintained a rapid development. If continue to maintain rapid economic and social development, must vigorously promote the construction of information. In recent years, construction of agricultural information in Inner Mongolia has made progress. In Autonomous regions, various types of technology service agency have reached 124.In 2007, trained farmers and herdsmen 483785 people, 190 technologies have been promoted, established 1010 countryside scientific and technological cooperation organization, Covering 59 counties and 271 townships. Agricultural Technology Service Hotlines open in the 12 leagues and cities, service cover farming and animal husbandry 3,113,000 households and 17,143,500 people. Services for the total number of farmers and herdsmen reached 73,886 times, it including expert services 22,020 times and automatic voice query 41,065 times and Expert Onsite Service 10801 times, It has been welcomed by the broad masses of peasants and herdsmen. From the above data we can see, the data type is various, space coverage is wide and the data quantity is big. If use the traditional data format manage these data is more difficult. GIS can carry on the effective management to the spatial data, therefore GIS can play the huge role in the Agricultural informationization. GIS has become a very effective management tool and instrument.At present,The GIS software development tendency is component-based GIS and Web GIS. The component-based GIS components with standard platform, various components can reorganize not only by free and flexible, but also have visual interface and easy-to-use standard interface. Developers do not have to master the specialized language of GIS system, need to familiar with a common platform based on Windows Integrated Development Environment, to grasp the properties, methods, and case of component-based GIS, to use each kind of visualization development language and control to realize the GIS system. However, uses the component technology to the GIS system integration have brought tremendous changes in the geographical information, was still unable to satisfy the geography information the opening and the sharing request. Therefore, in the field of geographic information, how to publish information so that non-GIS professionals can receive the Services, which set up the sharing of information technology and open technology is particularly important. Use of Internet technology publish the geographic information, anyone can browse geographic information, and carries on each kind of information to search and process. This provide feasible technology to opening up and sharing of the geographical information.This article manages and issued that the Inner Mongolian animal husbandry science and technology expert data for the purpose, construct the component-based GIS technology integration and web publishing system. The part of GIS integration use with the MapObjects controls. It including these includes the following features, pan, zoom in, zoom out and measure; users can add or delete the Technology experts and agency data on the map; can query and analysis the graphicsand property; analysis and display shortest path between two points. The part of Web publishing use the ArcGIS Server controls. Published data on the Internet, include Inner Mongolia Agricultural Science and Technology Expert Services, intermediary institutions, the situation of technology services. Remote users use the Internet browser can achieve the following operating, pan, zoom in, zoom out and measure, query and analysis the graphics and property. Above function's realization has brought conveniently to manage the expert and Facilitating agency's information, and it is an attempt of construction the information system of the agriculture and animal husbandry in Inner Mongolia.
