The informationization is the major tendency of the world economics and the social development, the water conservation informationization is now the important symbol and the foundation of water conservation modernization. With the development of the Internet/Intranet technology, the WebGIS technology has already been moving towards maturity. To issue the spatial data on Web using the Internet/Intranet technology has become the inevitable trend of the GIS technological development. The WebGIS technology also becomes the important direction and the domain in hydraulic engineering system research.The article established information system on flood prevention management based on the WebGIS. Under the network environment, it realized the demands on information management, inquiry and analysis aiming at water, rain, and disaster situation; real-time monitor on flood data; analysis on rainfall amount and so on.The article introduced the basic background, the basic principles of WebGIS, the implementation and architecture of WebGIS firstly. Then, the system met the demand of achieving that operating the system cross platform, long-distance work and the maintenance of the system simplistic and convenient by way of B/S. Then, it made system design and module design for the system according to design objectives and design principles of the system. Then, it designed the database according to the need of the system and the characteristics of data. Spatial data must be converted to ArcSDE Geodatabase format for storage. All of the data were storaged by SQL Server2005.The article finally introduced the main function of the system that the system had been achieved. Starting from the practical work of Flood control, the article applied the WebGIS technology in the flood prevention dispatch control using the Combination of ArcGIS Server9.2, ArcGIS Engine9.2 and ArcSDE9.2 with .Net platform in view of the characteristics of flood control through gradually analysis. It had achieved some functions of the flood prevention dispatching system on Yangtze valley. The article had realized the dissemination and resources sharing of flood prevention direction information. In a way, it had realized the flood prevention direction modernization, the scientificalness and the multi-user operate coinstantaneous.
