The mechanism of emergency response for earthquake classification in China has been improved by the 2008 M8 Wenchuan earthquake,the 2010 M7.1 Yushu earthquake,the 2013 M7.0 Lushan earthquake and the 2017 M7.0 Jiuzhaigou Valley earthquake.It is important for governments and departments at all levels to carry out a scientific and rational capability assessment of the emergency response after each earthquake.However,there is no scientific and objective evaluation index and evaluation method to indicate which aspects of earthquake emergency response capacity should be evaluated? And how will it be evaluated? Therefore,based on the stage of earthquake emergency response,this paper proposes to construct the evaluation index system of the emergency response capability of China's major earthquake disasters,and provides the evaluation method,this is of great practical significance for improving the ability of earthquake emergency response,reducing casualties and property losses,forcing the construction of earthquake emergency preparedness,improving the ability of earthquake prevention and disaster reduction,and improving the construction of emergency management system.On the basis of literature review and many studies on the tracing of earthquake emergency response events at home and abroad,this paper constructs the first evaluation model for the emergency response capacity of major earthquake disasters in China by using AHP,it has initially formed a general evaluation prototype which can be used for the third party,and can be used to evaluate the emergency response capability of major earthquake disaster events,the main content of the paper are as follows:Firstly,the concept of major earthquake disaster and emergency response capability is put forward,and the research scope of this paper is defined.In constructing the evaluation index system of the emergency response capability of major earthquake disasters in China,the first-level evaluation index is divided from the perspective of the main body of response,the four first-level evaluation indexes are government emergency response capability,community emergency response capability,rescue force emergency response capability,and mass emergency response capability,on this basis,14 secondary evaluation indicators and 48 tertiary evaluation indicators were constructed.Secondly,in determining the evaluation criteria of each index in the evaluation system,the author combined a large number of relevant policies,regulations,documents and cases,first made clear the connotation of the evaluation indicators,and then determined the evaluation criteria and calculation methods of each index,to ensure that the evaluation is scientific and operability.In particular,in the analysis and evaluation of the index C1,the response capability of the rescue team,combined with the work experience and research results in the field of earthquake emergency rescue,the first draft of the standard “working procedure for earthquake emergency rescue teams” is presented as one of the results of this study.Thirdly,when revising the evaluation index system and determining the weight of the index,two expert questionnaire surveys were conducted to seek expert opinions,and 499 responses were received in the first expert questionnaire survey,according to the feedback result,the evaluation index system was revised and improved,and the second expert questionnaire survey got 276 feedbacks.According to the result of the expert grading,the weight of the indexes at all levels was calculated by using SPSS and Matlab.Finally,taking four earthquakes(the Wenchuan earthquake,Yushu earthquake,Lushan earthquake,Jiuzhaigou Valley earthquake)as examples,using the evaluation model of the emergency response capability of China's major earthquake disasters provided in this paper,the emergency response capacity of the government for four earthquakes was evaluated.At the end of this paper,the author makes a summary of the above research results,probes into the problems that need to be further studied,and points out the direction of future research.
