Seismic hazard risk assessment is a scientific method used to analyze and evaluate the area's seismic hazard and potential seismic hazard that may cause loss of personnel and property.Earthquake risk assessment can effectively provide a scientific basis for government departments to formulate earthquake prevention and disaster reduction emergency plans and regional medium-and long-term social and economic development plans.With the rapid development of information technology,the use of computer information technology,GIS and database technology to realize earthquake information management and risk assessment has become an important trend.Thus to develop a general classification of earthquake emergency response information system,provide scientific analysis and management tools for the government becomes an urgent need to solve the problem.This research is supported by scientific research projects of Guizhou Province(Qian SY No[2013]3108)and Kunming University of Science and Technology(KKK0201421103).According to the requirements of the research projects,a GIS based earthquake emergency response and classification information system has been developed in this paper in order to help the decision-making processes of pre-earthquake disaster prediction,emergency rescue and post-earthquake reconstruction service in a more efficient,intelligent and visualized way.Firstly,this paper summarized previous researches and applications of earthquake risk assessment models,technical approaches and development methods of earthquake emergency classification response system in China and abroad.Secondly,according to the requirements of risk assessment of earthquake disaster in the region,the methods of seismic risk analysis,building damage and losses of property assessment,relief path analysis have been studied.Then ground motion attenuation model and building damage matrix have been carefully chosen for the classification of earthquake emergency response system.The framework and functions of each modules of the GIS-based system have been designed combined with the PEOMG earthquake disaster plan knowledge mode to divide the semantic knowledge of earthquake emergency plan,and form the formal expression of the content of earthquake emergency response classification.Finally,ArcSDE and SQL Server spatial database technology have been used to construct the earthquake emergency classification response database.And using C# programming language,on the basis of ArcGIS Engine secondary development interface library,the earthquake emergency classification response information system software based on GIS has been designed and developed.The system has realized the functions of earthquake risk assessment and emergency classification response and passed soft test.The earthquake disaster risk and loss assessment model and its emergency classification and response approaches in this paper can provide scientific basis for regional earthquake emergency management and technical support for regional earthquake emergency rescue.
