Geographic Information System (GIS )is a comprehensive technology, it involves the geography, mapping science, computer science technology, and other disciplines. The GIS application includes the geography, the planning and the management, and many other industries and sectors. Though the research of GIS starts lately in our country, the speed of development is rapid, also the application field is widely.The underground pipeline is an important infrastructure, which operates safely can guarantee the modern city high efficiency. However, the condition of pipelines conducts defaults, such as data can not be shared, the pipeline can not gain first-hand information on the issues of the status quo prevails. They lead the construction process could not design a common occurrence of incidents in the water, electricity, communication disruption, road and pipeline projects, which underground pipeline management of urban development into the "bottleneck". Urban underground pipeline information on the status quo decides urban planning, construction and management of the foundation date, only then, a comprehensive, systematic grasp of the status quo underground pipeline as soon as possible, can for the understructure work plan, the design, the construction and the operational guidance and so on provides the complete essential data.At present, many pipeline management systems use the graphics software (for example AutoCAD) to manage the graph, use the database software (for example DBASE, FOXPRO) to manage the pipeline and fitting's attribute data. The computer charting and the simple inquiry can be realized, but the pipeline's spatial information and the attribute information is stored in the different medium, there have been insurmountable difficulties - graphics and attribute data can not be used together, it is difficult to use and management of reunification, it will be difficult for information updates. Along with the GIS software (ArcGIS,Intergraph,GenaMap,MapInfo,MapGIS) are widely applied in some industries, it soon will be room for geographic data and its attribute data to closely integrate the advantages of various sectors can be widely welcomed.This paper introduces GIS technology and spatial data modeling technology into the management of underground pipeline, according to the characteristics of the underground pipeline management systems, analyzed and summed up a set of solutions of underground pipelines and pipeline management information database platform. The solutions are applied to comprehensive information platform pipeline in Ningbo City, (NingBo Comprehensive Pipeline Information Platform, called CPIP), experiments show that the underground pipeline systems which base on the GIS have improved more efficiently to underground pipeline management.
