The rapid expansion gave rise to different kinds of urban diseases. Underground pipelines as the lifeline of the city are in charge of transmission of mass, energy and information of the whole city. They are one of the most important facilities that make the city operate well, just like our nervous and vascular system. Since the new round of urbanization has accelerated and the science technology has developed, the spatial distribution of pipelines are more and more complex, especially, pipe blast during urban construction brought great inconvenience for our life and potential danger for our lives and property.Reform is needed because traditional labor management cannot deal with mass date of underground pipelines as well as keep up with the pace of information age. A comprehensive underground pipeline network and information system (CUPNIS) based on GIS is an effective way for 3D browse, statistic inquiring, data updating and maintenance and varieties of spatial analysis. It could make further improvement on the management of urban underground pipeline net and management efficiency while reduce potential accident. Campus CUPNIS are important part of campus facilities, which has close relationship with school development and students' life. A deep research on campus CUPNIS can lay a good foundation for the research on the whole urban system as campus is the microcosm of city. The campus CUPNIS construction can describe the underground 3D structure more scientifically and accurately. The construction will provide some aid decision-making function for the campus CUPNIS management and also improve it.First of all, this paper introduces the present situation and problems of underground pipelines management and the meaning of establishing it. This paper focuses on the tube rupture valve clearance analysis algorithm, based on graph theory and breadth-first algorithm flow tube rupture valve clearance search, taking into account the characteristics of the water supply network and gas pipeline situation is different, do not need to shut down the pipeline accident downstream valve, tube rupture valves are located downstream of the pipeline may not be turned off, reducing unnecessary workload off valve and improve maintenance efficiency.Secondly, the paper summed up based on ArcGIS and Sketchup software is both convenient and efficient campus buildings and underground pipe network three-dimensional modeling program, the development of three-dimensional browsing module designs we use on ArcGIS Engine controls SceneControl space as underground pipeline network three-dimensional data display platform. Pipe network information system built on the campus underground pipeline network database (including underground pipe network data, basic geographic data, three-dimensional building data, documentation and other attribute data) based on the use of object-oriented and component-based design to achieve a three-dimensional architectural dynamic data and terrain data visualization, system architecture for the client/server (C/S) mode, using ArcGIS Engine and VS.Net GIS component platform as a development tool, the geospatial data and attribute data stored in SQL via ArcSDE unified management Server database.Finally, this paper introduces in detail the realization of 3D CUPNIS of Jin Ling college, Nanjing university, the core system of the information system functional design ideas and specific programming, such as 3D browse, statistic inquiring, spatial analysis(analyses for urgent repair pipe blast, influence, cross section, molding depth, excavation etc.), pipe maintenance and user management.
