Informatization is the developmental trend of economy and society in today's world,"Using Informatization to improve Hydraulic modernization"is the tactic decision brought forward by the Ministry of Water Resources of P.R.China. With the popularization of computer technology and the development of GIS, in virtue of its powerful function, GIS technology is used widely. Being strong capabilities in dealing with spatial data, GIS is widely used in the construction of the modern water resource information system.First, this paper introduced the appearance and development of the Component Technology, discussed the working of COM, explained the characteristic and advantage of ComGIS Technology. On this base, we look to the prospect of GIS in consideration of the development of computer science and technology today.And then, this paper explains in detail the design and implementation of water resource information system based on ComGIS. The paper begins with the software requirement analysis of information system. Secondly, it introduces the architecture and function of system and describes the main techniques. At last, it gives an example about the information system.The development of this system is second development of GIS, and its mode adopt component GIS. Based on the function required in the system and the size of the system, this system adopts MapObjects as the component of GIS, Visual Basic 6.0 as the tool. This system chooses files and database to storage the data, based on the characteristic of hydraulic industry, reasonable datasheet has presented in SQL Server 2000.At last, this paper summarizes the develop process, and brings forward some advice for the further studies.
