Abstract: Education has become the key to determining a country抯 prospect or fate in the face of real knowledge-economic challenge in the 21 century. Innovating education, aiming at training large quantities of brains with creative consciousness and ability, is not only the call of times but also the historic certainty. How to make a great effort to play a primary role in training creative brains has become one of important points in education reforming for high- education that is the base of person-training. And it offers opportunity and challenge to every faculty. Innovating capability differs from intellect. Intellect contains memory, imagination, elaborative faculty and so on. They are often inherent character and needed raising and training, while innovating capability contains many of non-intellect factors such as personality and independency. A person with high IQ can be a person depending upon others too much and lacking perseverance to overcome conventional obstacles, he can be a lazy man and even cannot be a person with entire personality. But a person with ability must be a person with endurance to overcome various difficulties. And he has better memory, enriched imagination, acute penetration, profound elaborative faculty and clear sense. Therefor, innovating education differs from the traditional education ----paying attention to teaching knowledge and raising intellect. Linked with high education and consulting characteristics of physics teaching, this paper expounds the definition of innovating ability on the ground of educative theory. It points out that cognitive structure is a base of raising students?innovating ability, that raising of creative elabortive faculty is a core and personality a guarantee of it. Then this paper expounds the relationship between cognitive structure and training of students?creative ability in detail in Chapter 2. It represents characteristics of innovating thinking, methods and ways of training innovating thinking ability in Chapter 3 and the function of personality factor in Chapter 4.
