With the goal of developing a marine cadastral management information system, the paper reviews foreign marine cadaster research progress of the United States, Canada, Australia, New Zealand, also the native marine cadastral standards and land cadastral management mode, to discuss the framework of marine cadastral management, including the concept, definition, content, target, limit and delimitation of marine cadastral. Meanwhile, the paper points out some uncertainty factors of marine cadaste from land one.This paper builds a marine cadastal management system with Geodatabase spatial data model including the marine infrastructure database, marine functional zoning database and marine cadastral database. Standardize attribution definition and coding of marine cadastral data is also employed into the system. A Spatial-Temporal Database was carried out to record real-time data, historical data and changing data of marine parcels. The management system meets the need of professional progress of actual operation of marine parcels, such as add, alteration and logout of a record.We use ArcGIS Engine, c#.net to build the marine cadastral management system. The system contents GIS common function, such as data storage, editing, management and inquire. Marine cadastral functions, such as cadastral survey, stakeholder check, register and mapping are developed as well.To determine the marine cadastral boundary, the paper raises a new method to extract the coastline from natural muddy coastal. The muddy flat usually has a wide range of intertidal zone and ambiguous waterline. The paper chooses the Jiuduansha Wetland in the Yangtze Estuary as a case study area. Series remote sensing images were employed to extract waterlines. The digital elevation model of the wetland was built according to the water-points interpolated with tidal height data from tidal datum station around the area. Then, multi profiles were selected and calculated with trend prediction and choose Mean High Water Springs (MHWS) as the threshold of land or sea to establish high tidal flat and coastline model.
