Design And Application Of The Urban-rural Integration Cadastral Management System

In recent years, with the acceleration of urban development and the gradual expansion of city dimension, urban and rural boundaries become increasingly blurred, and difficult to draw. However, the cadastre management since with the urban and rural separately that affects the effective management of land seriously in China, has been unable to meet the rapid development of society, nor to balance urban-rural development. Meanwhile, the rapid development of informationization and geographic information technology make the previous cadastral management systems defective in intelligence, networking and data sharing, and difficult to satisfy the management need of modern cadastre. The urban-rural integration cadastral management system not only can solve the long-standing disadvantages fundamentally of the cadastral management with the urban and rural separately, but also provide the decision support for the planning of land resources, in order to achieve "one map" of the fine management in land.Analyzed the present situation and development trend of cadastral management system at home and abroad, coupled the workflow technology with geographic information technology into the cadastral management, the paper proposed the urban-rural integration cadastral management, solved five "unification" issues of urban- rural cadastral technically, and finally realized the urban-rural integration cadastral management system via system and database design. The main contents are as follows:1. Analyzed the workflow technology, theory and principle of geographic information technology, the paper studied the urban-rural integration cadastral management system with all of these techniques combined, make the system has good operability and scalability, and improved the efficiency of cadastral management work.2. Took their own cadastral management modes of town and rural as a breakthrough, the paper obtained the urban-rural integration cadastral management mode to make a unified management model of the urban-rural cadastral. Technically solved five "unification" issues of urban-rural cadastral, including uniform precision management, data standards and building a database approach, land classification system, land parcel-code and GIS platform that enabled unified management of urban-rural cadastral. Meanwhile stratified managed the history and current status of the land parcel to ensure the legality and accuracy of the parcel data.3. Started from needs analysis, the paper grasp the goal, requirement and principle of building the system, used C# as the development language, Oracle as the backend database, took the way of combined C/S with B/S to design the overall structure and deploy network, also designed each module function of the cadastral graphic management subsystem and land registration subsystem.4. Adopted the layer-management approach to the spatial database designment, the paper designed the archival database, and used the characteristics of the database data files associated with spatial database, formed diagrams with categories and files into one of the urban-rural integration cadastral database.
