In recent years, large earthquakes occurred frequently in worldwide, due to the serious destruction, it caused heavy casualties and huge economic losses, and the earthquake has restricted the world economic and social development. China also occurred earthquakes frequently, especially in the villages, so monitoring is very important. The aim of this paper is to choose a monitoring technology which is suitable to China's regional features of villages, in order to reduce the losses, and spread the monitoring technology, improve our villages'emergency handling ability.Firstly, by reading the laws, regulations, plan, technology norms and research papers about emergency at home and abroad, this paper surveyed the production and the development of emergency services, and also examined the village area emergency services status and the characteristics of village, understood the existing emergency measures and mechanism, analyzed the existing problems.Then, through many channels, this paper collected and read theories of earthquake monitoring, came out the related technologies, understood the role of various technologies, characteristics, advantages and disadvantages of each. Through a large number of books, this paper understood the technique evaluation, generation and development, grasped the technique evaluation procedures and methods.Finally, combined with characteristics of villages and monitoring technology, this paper will find index system, and select fuzzy comprehensive evaluation method, through entropy weight method, determined index proportion; Through setting value for the index, and data processing, this paper constructed the fuzzy comprehensive assessment model, and got the evaluation results.Through the analysis of results, this paper chose a suitable monitoring technology for China's villages. This thesis only made a preliminary discussion for earthquake emergency service of the villages;the problems of comprehensive evaluation index system still need to do further research.
